Why Toy Registration Matters in Dubai

Market Opportunity:

Dubai serves as a gateway to the GCC toy market, which continues to benefit from rising household incomes, rapid retail expansion, and a young, growing population. With free zone infrastructure, established logistics corridors, and direct market connectivity to Saudi Arabia, Kuwait, Oman, Bahrain, and Qatar, toys placed on the UAE market with valid compliance documentation can support distribution across the entire GCC region.

Regulatory Framework:

The UAE enforces the Gulf Toys Technical Regulation (GTTR) BD 131704-01, one of the most comprehensive toy safety frameworks in the Middle East. Toys intended for children under 14 years of age are generally required to meet mechanical, flammability, chemical, and electrical safety standards before they can be legally placed on the market. Exact requirements may vary by toy category and are subject to authority review.

Business Considerations:

Toys carrying the G-Mark and GCTS QR code carry strong market credibility with importers, retailers, and major hypermarkets including Carrefour, LuLu, and Toys “R” Us, as well as e-commerce platforms such as Amazon.ae and Noon. Products that do not meet UAE compliance requirements risk customs delays, removal from retail listings, and reputational exposure. Regulatory compliance is a commercial prerequisite for sustained market presence.

Why Toy Compliance is Important in the UAE?

Child Safety

Testing under GSO EN 71 and IEC 62115 addresses mechanical hazards, flammability, chemical migration, and electrical risks. These standards form the foundation of GTTR compliance for children's products.

Legal Market Access

Products that do not hold valid conformity documentation are typically subject to enforcement action at UAE ports. Distribution across retail and e-commerce channels generally requires a current Certificate of Conformity.

GCC-Wide Distribution

A G-Mark certificate supports market access across all six GCC member states, reducing the need for separate country-level certifications depending on the distribution structure.

Brand Protection

The GCTS QR code enables consumers, retailers, and customs authorities to verify certificate validity in real time, supporting brand authenticity and reducing counterfeit exposure.

Frequently Asked Questions

1. What is the Gulf Toys Technical Regulation (GTTR)?

The GTTR (BD 131704-01) is the mandatory regulatory framework governing toy safety across the GCC, including the UAE. It defines what qualifies as a toy, the safety standards toys must meet, conformity assessment procedures, and the obligations of manufacturers, importers, and distributors. Toys intended for children under 14 years of age are generally required to comply.

MoIAT ECAS issues the UAE Certificate of Conformity  the federal-level document required for regulated products entering UAE customs. Dubai Municipality Montaji is a separate, emirate-level registration platform required for products circulated within Dubai specifically. ECAS authorizes UAE market entry; Montaji authorizes Dubai distribution. Both are typically required for toys sold in Dubai.

The full process  from technical file preparation through G-Mark, ECAS, and Montaji  typically takes 8 to 12 weeks when documentation is complete and correct. Timelines are subject to testing requirements, document readiness, Notified Body workload, and toy category. Battery-operated and electrical toys generally take longer due to IEC 62115 testing requirements.

G-Mark Certificates of Conformity for toys are generally issued with a 5-year validity period. Renewal should be initiated at least 2 months before expiry to ensure uninterrupted market access. An expired certificate may result in the product being flagged as non-compliant in the GSO database.

Not necessarily. Under GTTR toy grouping provisions, multiple SKUs sharing the same HS code, age range, manufacturer, and country of production may be eligible for certification under a single certificate. Representative testing is typically performed on 5% to 10% of the group. PRD evaluates grouping eligibility during the initial assessment phase.

Core documentation typically includes a valid UAE Industry or Trade License, a Manufacturer’s Declaration of Conformity, a comprehensive Technical File (manufacturing drawings, Bill of Materials, risk assessment), and test reports from ISO/IEC 17025 accredited laboratories. Reports are generally required to be no more than 3 years old. PRD provides a complete document checklist during your free consultation.

Yes. The GTTR requires that all safety information and warnings be provided in Arabic. Labels must be clearly visible and legible, and either printed directly on packaging or attached as a permanent sticker before export. English-only labeling is a primary cause of customs rejection and compliance flags. PRD provides certified Arabic translation in-house.

Products that do not hold valid compliance documentation are subject to enforcement action, which may include shipment holds at customs, product removal from retail and e-commerce platforms, and  in cases of repeated non-compliance  financial penalties and import restrictions. Dubai Municipality and federal authorities conduct product audits across retail channels and online listings.

The GCTS consists of the G-Mark logo paired with a QR code linking to the GSO certificate record. The G-Mark logo must be a minimum of 5 mm in height and placed on the main body of the product or its rating plate. The QR code must be scannable and resolve to a valid certificate. Incorrect placement and undersized logos are among the most common labeling compliance issues encountered during enforcement.

This depends on the intended use and child body mass. Bicycles intended for road use and sports equipment for children with body mass exceeding 20 kg are generally excluded from the GTTR and follow separate regulatory pathways. Balance bikes, ride-on toys, and items intended for children under 20 kg typically fall within GTTR scope. PRD’s classification assessment determines the correct pathway for borderline products.

Yes. International manufacturers can register toys in Dubai through a UAE-licensed importer or distributor. The technical file, test reports, and Manufacturer’s Declaration of Conformity are prepared by or on behalf of the overseas manufacturer, while the local importer fulfills UAE-side regulatory obligations and holds the required trade license. PRD coordinates between overseas manufacturers and UAE importers to manage the full process.

RACS is one of the third-party Notified Bodies recognized by the GSO and MoIAT to evaluate toys against BD 131704-01 and issue G-Mark certificates. Notified Bodies are responsible for technical document review, conformity evaluation, and certificate issuance. They are distinct from testing laboratories. PRD maintains a direct working relationship with RACS and equivalent Notified Bodies.

A testing laboratory (accredited to ISO/IEC 17025) physically tests product samples and issues test reports for specific safety parameters. A Notified Body reviews those test reports alongside your technical file, evaluates overall conformity to BD 131704-01, and issues the G-Mark certificate. Both are distinct steps  and both are required for toy certification.

Yes. Electrical and battery-operated toys are generally required to comply with IEC 62115 in addition to the GSO EN 71 series. PRD coordinates the additional electrical safety testing, manages the expanded technical file requirements, and handles certification through Notified Bodies with experience in electrical toy evaluation.

Total cost depends on the number of SKUs, toy category complexity, and grouping eligibility. Authority and Notified Body fees are generally fixed; testing costs vary by toy type and standard; consultancy fees are scoped to the engagement. PRD provides a transparent, fixed-fee proposal during your free consultation based on your specific product range.
