How to Register Detergent & Disinfectant Products in Dubai

The process involves several regulatory steps handled through Dubai Municipality’s Montaji system:

Trade License Requirement

You must have a UAE company with a valid trade license (activity: trading of detergents/disinfectants or general trading).

ECAS (Emirates Conformity Assessment Scheme) certificates cover childcare articles such as feeding bottles, soothers, diapers, and children’s cutlery. They are valid for 1 year. EQM (Emirates Quality Mark) certificates cover consumable baby products like infant formula, baby food, juices, and dairy-based items. They are valid for 3 years. The scheme you need depends on your product category  PRD determines the correct pathway during your free consultation.

MoIAT is the federal authority that issues ECAS and EQM certificates required for any regulated baby product entering UAE customs. Dubai Municipality operates the Montaji platform, which is a separate, emirate-level registration required for any product sold within Dubai specifically. Both are mandatory for products sold in Dubai  they are not interchangeable.

Registration through the Dubai Municipality’s Montaji portal typically takes 2 to 4 weeks. MoIAT federal certification timelines vary depending on the Notified Body review and the completeness of your documentation. If you fail to complete the requirements, MoIAT will cancel your application after 6 months.

MoIAT charges 670 AED for the certificate and 620 AED for document review, totalling 1,290 AED per application. Dubai Municipality fees through Montaji range from 110 to 240 AED per product. Total costs depend on the number of SKUs, product categories, and whether you require ECAS, EQM, G-Mark, or a combination.

A single ECAS conformity certificate is limited to one product category, one factory, and one brand, with a maximum of 25 SKUs per certificate. If your product range spans multiple categories or factories, you will need separate certificates for each.

Amazon UAE requires sellers of baby food and infant formula to provide a current registration certificate from the Dubai Municipality, the ZAD portal, or another local UAE Food Control Department.
