Why Tobacco Product Registration Matters in Dubai ?

Market Opportunity:
The UAE is the largest tobacco and nicotine product hub in the GCC, driven by a high-spending expatriate population, mature free zone logistics infrastructure, and duty-free transit trade feeding into Saudi Arabia, Oman, Kuwait, Bahrain, and Qatar. With the right compliance framework, registered tobacco products can move through UAE ports and into GCC retail channels without clearance disruption.

Regulatory Framework:
The UAE enforces one of the most comprehensive tobacco control regimes in the Middle East. Under Cabinet Decision No. 197 of 2025, a 100% Excise Tax applies to all tobacco products, electronic smoking devices, and e-liquids effective January 1, 2026. Every entity that produces, imports, or stockpiles excisable tobacco products must register with the Federal Tax Authority (FTA), obtain product conformity certification, and comply with the Digital Tax Stamp (DTS) traceability scheme.

Business Consequences:
Registered tobacco products carrying valid ECAS certificates, Digital Tax Stamps, and Montaji approvals gain immediate credibility with distributors, retailers, and customs authorities. Without valid registration, your shipment is held at ports, your goods are impounded, and your business faces automatic penalties starting at AED 10,000  before any product reaches a single shelf.

How to Register Detergent & Disinfectant Products in Dubai

The process involves several regulatory steps handled through Dubai Municipality’s Montaji system:

Trade License Requirement

You must have a UAE company with a valid trade license (activity: trading of detergents/disinfectants or general trading).
Without a local license, registration cannot be initiated.

Label Assessment

Submit product artwork with full details in English & Arabic. Labels must include product name, ingredients, batch number, manufacturing & expiry date, usage instructions, and safety precautions.

Document Review

Required documents include: Free Sale Certificate (from country of origin) Ingredients/Material Safety Data Sheet (MSDS) Company Trade License (UAE) Certificate of Analysis (COA) if applicable

Application Submission in Montaji

The product is uploaded into the Dubai Municipality system for review.

Testing (if required)

Certain disinfectants (especially hospital-grade or hand sanitizers) may require laboratory testing for active ingredients and safety compliance.

Approval & Registration Certificate

Once approved, the product receives a Dubai Municipality Registration Certificate valid for importation, distribution, and sale across Dubai/UAE.

Frequently Asked Questions

1. Do e-cigarettes and vaping products require the same tobacco registration process in the UAE?

Yes. Under Cabinet Decision No. 197 of 2025, all electronic smoking devices and their associated liquids are classified alongside traditional tobacco products. They are subject to the same 100% Excise Tax rate, require FTA registration, MoIAT ECAS certification, Digital Tax Stamp compliance, and Montaji approval. There is no lighter regulatory pathway for electronic smoking products.

MoIAT ECAS issues the federal UAE Certificate of Conformity required for any regulated product entering UAE customs. Dubai Municipality Montaji is a separate, emirate-level platform where suppliers must register products circulated within Dubai specifically. ECAS authorizes entry into the UAE; Montaji authorizes circulation within Dubai. Both are mandatory for tobacco products sold in the Emirate.

The complete process  from trade license verification through FTA, ECAS, DTS, Montaji, and SIRA  typically takes 8 to 12 weeks when all documentation is prepared in advance. Timeline depends on lab testing turnaround, document completeness, and multi-agency processing. Incomplete submissions or labeling errors can extend this to 4–6 months.

An ECAS Certificate of Conformity for tobacco products is valid for 1 year. Renewal must be initiated at least 2 months before expiry to ensure uninterrupted market access. Operating with an expired certificate exposes your entire supply chain to seizure and customs holds.

The DTS is a federal control mechanism requiring high-security markers and unique codes on individual tobacco packs. It enables the FTA to audit the supply chain, identify illicit trade, and meet WHO traceability standards. Stamps must be applied before import. Unstamped goods are impounded at customs with no grace period.

Mandatory documents include a valid UAE Trade License with tobacco-specific activity codes, a notarized Power of Attorney (for legal persons), Customs Registration Numbers for each Emirate of import, lab test reports from ESMA-approved laboratories, bilingual product artwork meeting UAE.S/GSO 246:2011, and a Free Sale Certificate for imported products. PRD provides a complete checklist during your free consultation.

Failure to register with the FTA within the mandated 30-day window from the date you form the intention to engage in excisable activities triggers an automatic administrative penalty of AED 10,000. This is assessed by the FTA system and is non-negotiable. Additional penalties of AED 1,000 per instance apply for late filing of monthly tax returns, escalating with repeated violations.

Selling unregistered tobacco products in the UAE results in shipment impoundment at customs, product seizure, automatic financial penalties, and in serious cases, import bans and trade license action. Both federal authorities (FTA, MoIAT) and local authorities (Dubai Municipality, SIRA) actively enforce compliance through audits, inspections, and automated penalty systems.

BrandSync is a subsidiary of GS1 UAE and serves as the FTA’s official online portal for registering products within the excisable goods framework. All product master data  GTINs, descriptions, packaging hierarchies  must be submitted and validated through BrandSync before Digital Tax Stamps can be ordered. It is a prerequisite for DTS activation and federal traceability compliance.

The Security Industry Regulatory Agency (SIRA) mandates that all tobacco retail and storage premises in Dubai install a Visual Surveillance System (VSS) with cameras covering all entrances, emergency exits, store halls, and storage areas. Recordings must be retained for a minimum of 31 days. Non-compliance results in fines, temporary closure orders, or security permit revocation  which directly impacts your trade license.

Yes. International manufacturers can register tobacco products in the UAE through a UAE-licensed importer or distributor. The conformity documentation, lab reports, and Free Sale Certificate are prepared by or on behalf of the foreign manufacturer, while the local entity holds the trade license and fulfils FTA, Montaji, and SIRA obligations. PRD coordinates between overseas manufacturers and UAE importers to manage the full process.

Yes. Under UAE.S/GSO 246:2011, all health warning images and text must appear in Arabic and English. Labels must be clearly visible, printed directly on packaging or applied as permanent stickers before export. English-only packaging is a primary cause of ECAS rejection and customs holds. PRD provides certified Arabic labeling in-house.

A single FTA Excise Tax registration covers your entity nationally. However, you must link a separate Customs Registration Number (CRN) for each Emirate where you intend to import goods, as customs clearance is administered at the Emirate level. One tax registration, multiple CRN linkages.

Under Cabinet Decision No. 197 of 2025, a 100% Excise Tax is levied on the retail price of all tobacco products, electronic smoking devices, and e-liquids. This means the tax component equals the base price of the product. Importers and distributors must factor this into landed cost calculations, wholesale pricing, and retail margins from the outset.

Total cost depends on several variables: number of SKUs, product category mix (cigarettes, e-cigarettes, shisha, etc.), number of Emirates for CRN linkage, lab testing requirements, and SIRA installation scope. Government fees include AED 220 for Montaji certificates and varying lab fees. PRD provides a transparent, fixed-fee proposal during your free consultation  no hidden costs, no scope creep.
